Because the reward is tiered. Statues and offering trees only release their rewards at set totals, so a partial collection often unlocks nothing at all. Half the oculus is not half the reward, it is usually none of it.
Some are. Certain collectibles sit inside areas that only open after a specific world quest, and a few are inside puzzles that need a questline finished first. We check your account before starting and tell you if anything is gated.
For most regions, yes. Crimson Agate is the exception worth knowing about: the Frostbearing Tree needs 110 to max and only 80 exist in the world. The last 30 come from Crimson Wishes, a repeatable, so collecting every agate in Dragonspine gets you most of the way but not all of it.
Statue levels, which raise your stamina and hand out Primogems, Mora and ascension materials at each tier. The Primogems alone usually make the collection worth more than the service costs.

It went great! I took some time to actually put the account on my saved ones rather than putting it on genshin xdd, but overall it was great. One thing that I don't like is that the characters aren't leveled up, I would prefer if they kept the account in AR45 instead of AR55 most of the time, as it would be hard for many people to then build their own account and farm for their characters.
